ACP - User Management page is blank

Post subject: ACP - User Management page is blank

Hello,
My gaming clan website is running on PHP Nuke 8.2.4(the latest) powered by phpBB2.0.23 forum board and I'm having a problem.When I go to Admin Panel>Forums>Management(under User Admin) the page shows blank.This is the area where I can configure users.
I created the website a month ago and installed new PHPNuke themes.I also updated the phpBB board from .21 to .23 but this is the 1st time I'm opening this user Management page so I don't know if the problem was caused by new updates or not.I don't know if it used to work or not.
Any ideas what could cause the issue?

There's a PHP error that is being suppressed. Check for a file called error_log in your admin/ directory. That may be where the error output is recorded.

The error_log folder is empty.I tried to enable PHP error reporting from php.ini but couldn't get it work.
I then found an old backup of my website and replaced the following file with the old one
modules/Forums/admin/admin_users.php

Now it works fine.The issue was caused by someone(not a hacker) modifying that file.Thanks.
